HYBL is governed by the Virginia High School rules, except for the following exceptions and additions.

Playing Time Rule:
All players in all divisions must receive a minimum of 10 minutes playing time per each half of every game.  Coaches who do not comply with this rule will be relieved of their coaching duties.

Press Rule:
In all divisions, no press is allowed by the winning team if the point spread is 10 points or greater.   A team losing by 10 or more may press, but the team who is leading by 10 or more may not press.   If the point differential is less than 10, both teams may press in the allowed press time.  Please see table below for division specific allowable press times.

                                                     Rule Summary All Divisions

 

Subject Rule
Clock Games will be played in 20 minute halves with five minutes between halves. The clock will run continuously except for time outs and in the last two minutes of the second half. The clock will not stop if there is a difference in score of 15 POINTS OR MORE. The clock shall not re-start after a time-out until the ball is touched by a player on the court. In case of a free throw, the clock shall not start until ALL free throws are completed and the ball is thrown in bounds. 
Jump Balls Jump ball will determine which team will get the ball to start the game and the umpire will determine which goal will be defended by each team. The team not gaining control of the ball at the start of the game will receive the ball next under the alternating possession rule. 
Substitutions Substitutions are made at a dead ball as close to the 5 minutes elapsed mark, for example on the 15, the 10 and the 5 minute mark from the start of the game and the start of the second half.  At that point all non starters will come into the game and remain for 5 minutes until the next substation.  Players must notify the scorer and wait for the officials to wave them in.  The clock will not stop during this time.  It is a league requirement that every player receive a minimum of 10 minutes per player per half of playing time.
Throw-ins A throw-in starts when the ball is at the disposal of the player or team entitled to the throw-in. The thrower-in shall release the ball on a pass directly into the court within 5 seconds after the throw-in starts. 
3 Second Rule It is a violation to remain for 3 seconds in that part of his or her free throw lane between the end boundary and the farther edge of the free throw line while the ball is in control of his or her team in his or her front court. Allowance shall be made for a player who, having been in the restricted area for less than 3 seconds, dribbles in or moves to try for goal. 
10 Second Rule It is a violation to be, nor may your teammate be, in continuous control of a ball which is in his or her back court for 10 seconds. 
5 Second Rule A closely guarded player must pass the ball with-in 5 seconds.
On Court Player can not leave the confines of the court for an unauthorized reason (example: eluding a pick,  taking away an offensive advantage.   This would result in a violation.
Timeouts Each team is limited to three (3) one-minute time-outs per game and one time-out for overtime. The three regular time-outs may be taken at any time. Regulation time outs don't carry over to overtime time outs.
Overtime If the game is tied at the end of regulation, there will be one (1) two minute overtime period with the clock stopping on dead-ball situations.  If the game remains tied at the end of the OT period, the game ends in a tie.  (Each team will receive one additional time-out for the OT period.)
Game Attire No jewelry permitted, including pierced ear studs and earrings.
Jerseys must be tucked in.
Players must wear tennis shoes with non-marking soles.
Team member cannot remove his/her  jersey and/or pants within the visual confines of the court.  Violation results in a technical foul.  
Game

Each team is responsible for providing 1 clock Operator or 1 Official Scorebook Keeper
Forfeits The teams must have at least 5 players to start the game. Game time is forfeit time.  Players may not be "borrowed" to make up a full 5 or add subs to avoid forfeiture.  If player borrowing is agreed upon in order to play, the game is considered a scrimmage and the forfeit stands.  Referees are paid for forfeits and are expected to participated in scrimmages or practices.  If a forfeit occurs:
A) It is recorded in the game book as a forfeit.
B) The referees are to assist and referee the scrimmage.
C) Only HYBL players are allowed to play in forfeit scrimmages.
D) Both coaches must agree on the rules of the scrimmage.  
E) The clock will not stop during scrimmages, so each half will run 20 minutes with no timeouts and no stopping the clock in the last two minutes.  Player stats and fouls will not be recorded in the stat book.  There will be no overtime in scrimmages and the scrimmage must end at 10 minutes before the hour if another game is scheduled, 5 minutes before the hour if it is the last scheduled game.
Scoring Sheet Referee is to sign the score sheet at the conclusion of each game played
Fouls Players may enter the lane after a foul shot only after the ball hits the rim.  See other foul related details below.

 


Gym Use: No persons except players and officials are allowed on the gym floor during games, timeouts, and half-times.

Foul Rules  
Personal  and Team Fouls

When a player commits a personal foul, the offender is charged with one foul, and if it is his/her

5th foul, or if it is flagrant, he or she is disqualified.  The offended player is awarded free throws

as follows: 

1.       If the foul was committed while the offended player was in the act of shooting, and if the shot was unsuccessful, the offended player shoots two free throws on a two-point try, and three foul shots on a three-point try.  If the shot was successful, the offended player shoots one foul shot, regardless if the shot attempt was a two-point or three-point attempt.

2.       If the foul was committed while the offended player was not in the act of shooting, the offended player does not receive any free throws if the opposing team has not reached 7 team fouls for the half.  If the opposing team has reached 7 team fouls in the half, the player receives one foul shot, and a bonus shot if the first foul shot is successful.  If the opposing team has reached 10 team fouls for the half, the player receives two foul shots.

3.       No foul shots are awarded if a double personal foul or a player controlled foul is called.

 

Technical and Flagrant Fouls

 

1.       A technical foul results in a personal foul and a team foul.  Any player or coach receiving two technical fouls in a game will be ejected from the game, and will be suspended for their team's next game.  Technical fouls are penalized two foul shots by a player on the offended team, selected by the coach, and possession of the ball. 

2.   Flagrant or "intentional" fouls are penalized by the offended player receiving two foul shots and possession of the ball.   

 


  Rules for ejection from the gym:  

  1. Hanging on the rim or net of the basket is not permitted at any time(before, during, and after all practices and games). Any individual seen violating this rule will be ejected from the practice/game and the recreational facility.
  2. A player can be ejected from the game or for the season without receiving a foul, depending on the severity of the offense.  Foul Language is a reason to eject a player, coach or parent from the gym.
  3. Fighting or assault on a referee is an automatic suspension from the league for the season.
  4. Any player or coach receiving two technical or flagrant fouls in a game will be ejected from the game, and will be suspended for their team’s next game. 
  5. Any coach receiving a total of 3 technical fouls in a single season will be suspended from coaching for the remainder of that season. 
  6. Three technical fouls assessed to one team, regardless of the reason, will immediately cause the game to be defaulted.  The team will leave the gym immediately. .
  7. The individual (player, coach or parent) ejected from the game is to leave the gym and not to return to the gym until the ejection period has ended. The ejection period is for that game plus the next game.  The ejection time can be increased by the HYBL board of directors after the fact.
